The Supreme Court, in a 5 to 4 ruling, invalidated a Nationality Act provision that stripped native-born Americans of citizenship for draft evasion abroad. Justice Goldberg delivered the majority opinion, calling the punishment punitive and unconstitutional despite recognizing draft evasion as a serious offense.
Scottsdale prepares for a new police chief as an interview panel narrows the field. City Manager Kenneth Williams is screening remaining candidates after Friday’s formal interviews. Acting Chief Harry Walker has led the department since December, with the position paying $836 to $1,000 monthly.
Schrader won the Sugarloaf Mountain Trap Shoot trophy at the Verde Vaqueros fifth annual trail ride near Sunflower. Winners included Don Chambers, Jim Paul, Lute Wasbotten, Clyde Allred, Riney Salmon, Bill Frericks, John Hoopes, and Thuri Andrews. Dan Byrne former news editor of the Arizona Journal is named managing editor of the Scottsdale Progress. He previously led the Victor Press in Victorville California and held posts at Las Vegas Sun Santa Fe New Mexican and United Press International. He was born in New York raised in Los Angeles and served in the Marines in World War II. He succeeds Arthur Heenan who resigned.
West Berlin Mayor Willy Brandt's Socialists won a sweeping victory over Adenauer's Christian Democrats in Sunday's election despite snow and sleet. Voters backed Brandt's anti-Communist stance and fear of closer Franco-American ties, with 89.9 percent turnout and the Socialists nearly taking all 134 seats in the city assembly.
Arizona lawmakers indicate support for a special session if tax equalization is not enacted. Senate leaders expect passage in the second half. House members urge urgency while Governor Fannin would call a session only if needed. A rough Senate draft proposes an assessment division and a tax equalization director.

Scottsdale school district officials enter the final round of public meetings this week to inform property owners about a proposed 3.4 million bond issue to be voted on next Tuesday. Superintendent Dr. Charles C. Holt and Al Flowers will speak at separate campuses with Holt scheduling Wednesday and Thursday nights to build support for a two year building program in the fast growing district.
Strong opposition forms to a proposed Scottsdale ordinance taxing liquor licensees from 150 to 900 dollars annually and imposing Phoenix like sanitary rules. Council deferred action Feb 5 after dealers called the measure discriminatory. Local restaurateurs urged support of the industry and opposed taxing existing licensees to block new Scottsdale permits.
Unconfirmed reports say the pirate ship Anzoategui left Maraca Island and heads toward Belem or Recife to seek asylum in Brazil. A Brazilian navy spokesman said the hijacked vessel could not be located, with promises of political asylum for the hijackers.
The Dow Jones at 1 p.m. EST shows 30 Industrials up 4.90 to 690.97, 20 Railroads up 0.27 to 155.23, Utilities down 0.20 to 137.08, and 65 Stocks up 0.97 to 245.00. Total shares traded reach 2,890,000.
A 50 mile hike event claimed its first pedestrian death as Willard Mitchell Jr. was struck by a car near Casper Wyoming while hiking with 18 others. Governor Sawyer and five companions completed a 25 mile leg in Nevada and a Pittsburgh caravan of about 1,000 to 2,000 hikers traversed the course.
