Adam Clayton Powell declines to respond to a special House panel. He delays questioning by seeking rulings on five motions filed by his lawyers.
In Phoenix the Senate majority schedules a 4 p.m. caucus to discuss a smog bill compromise and 15 other measures. Senate leaders aim to clear bills for debate by Thursday as the prior House approval contrasts with the Senate caucus vote. Mountain States Telephone sues over hours a woman may work and challenges a civil rights ruling.
A massive blaze at Dale's Restaurant in Montgomery Alabama trapped 26 people on the 10th floor. Victims were found near the far end away from the elevator and stairs as smoke and heat blocked escape. Some 40 patrons and staff were inside. several escaped via the elevator while others were guided to safety by firefighters. Ed Pepper former Alabama Public Service Commissioner and his wife were among the missing. Cause undetermined though a coatroom cigarette theory exists. Assistant Fire Chief P L Mitchell cites delayed discovery and reporting as a key factor.

Peking Radio reported widespread anti Soviet demonstrations in China on the eve of the New Year and claimed Mao Zedong was winning the cultural revolution. It warned of possible armed challenges by pro Kremlin factions while Tass described Red Guards surrounding the Soviet embassy in Beijing and clashes in Moscow. A harsh exchange over diplomatic status followed with calls for Moscow to answer protests.
Soviet Premier Kosygin told a London reception that talks cannot begin until the United States ends bombing and other aggression in Vietnam. He reaffirmed support for Geneva accords and accused Washington of dictatorial aims in Saigon, while Britain and the Soviet Union are seen as co-chairmen of the Geneva process.
An 11 year old Charles Jennings from Paradise Valley is missing after leaving Kiva School during lunch on Tuesday. Deputies and area police are alerted as his parents report he did not return to class or home. He is blond hazel eyed tall and thin with chronic asthma and uses an inhaler.
The Scottsdale school board unanimously approved its initial application for federal National Defense Education Act funds, about 50,000 dollars under Title III, to aid science, math and humanities programs. The panel also authorized plans for a 300,000 dollar Cocopah School addition, with completion aimed for August and bids in April, plus funds to cover 1966-67 yearbook production deficits and several gifts to elementary schools.
Eight youths aged 18 to 23 connected to the No Counts gang were arrested near Scottsdale after a party. Four pleaded not guilty to vagrancy with trials set for March 6, while four pleaded guilty. penalties included fines and six months probation for the two girls. Earlier six gang members received 20 days in jail and fines.
A Phoenix panel heard testimony for and against Senate Bill 28 as doctors and psychiatrists urged liberalizing abortion laws. Chief arguments cited public health, medical safeguards, and ethical questions about when life begins, with witnesses from the Arizona Medical Association opposing overreach.
