Congress may approve tapping the Elk Hills Naval Petroleum Reserve to ease fuel shortages. If approved, Elk Hills could begin pumping within weeks, with 180000 gallons daily within 60 days. The 46000 acre field near Bakersfield holds about 1.3 billion barrels. pipelines could send oil to Los Angeles and San Francisco.
