The Soviet Union cast its 98th veto to block the Security Council from calling for a cease fire in Goa. U.S. Ambassador Adlai Stevenson warned the action could lead to the death of the United Nations.
Indian troops overwhelmed 16000 Portuguese defenders in Pangim and compelled the Goa governor general to surrender. Lt. Gen. J. N. Choudhouri announced the surrender as India gained control of the enclaves within about 24 hours of invasion. Refugees described air attacks and a night escape from Pangim.
Scottsdale delays approval for an East Annex investigation though County Attorney Charles Ronan urged the city to probe alleged forged annexation petitions. He offered three assistants, citing possible felonies by former annexation director H. E. Camp and City Manager Bob McNutt.
Mrs. Mary Wagner longtime secretary at Scottsdale schools was fired in a Dec 12 special board meeting after nine years service. She received two weeks pay and accrued vacation as severance while expressing no support for Dr. Ashe's firing. Acting superintendent Ray J. Davis cited it as board protocol and offered reassignment which Wagner declined. Ashe was relieved of administrative duties Dec 4 but will keep a 16500 salary through June.
The state attorney general authorized a test case to challenge Scottsdale's 1960 annexation of four square miles and 1,530 residents. Lawyers Charles Duccy and Kelly Turner were empowered to sue in the state’s name to resolve the jurisdiction question. The case hinges on whether a pending petition to form North Scottsdale remained active when Scottsdale annexed, or was ended by withdrawals.
In Seville a plane crashed into a crowd welcoming a Christmas gift truck convoy. Reports say 25 to 30 killed and up to 130 injured as the craft struck a power line amid a flood relief effort that had left thousands homeless last month. Witnesses described a scene of numerous casualties and hospitals reporting dozens more victims.
The Scottsdale Planning and Zoning Commission grants plat approval to the Lusk Corporation for an $18 million cooperative apartment on Hayden Road near McDowell. Zoning change required. council to rule tonight. Project plans 1,000 units priced 8 500 to 11 000 with park lots and varied unit sizes.

Arizona Highway Patrol reports seven killed in a head-on collision on U S 66 near here. Both vehicles caught fire after impact. No additional details available at press time.
A 17 year old local youth, Robert C Stimpson, was killed when his sports car struck a parked car in front of 1629 West Campbell. He resided at 463 North Purdue with his sister Nancy Stimpson and was a senior at Jud son School after attending Scottsdale High last year. Funeral arrangements are pending.
Scottsdale's garbage contract with Garbage Service Company requires twice weekly pickup, weekly refuse collection, and a public landfill for free non collectible material at East First Street and Perry Lane. Homeowners must place waste in proper containers and pay a per unit nominal fee. The dump aims to curb abuse by large load users, but a hardship for pickup owners remains.
