CAP Fees Amend Suit Halt CAP Work in Central Arizona

Citizens Concerned About the Project CCAP amended last year’s suit to stop CAP construction on three siphons and the Granite Reef Aqueduct until the Bureau of Reclamation complies with the Reclamation Extension Act of 1914. The act requires landowners served by reclamation projects to dispose of land over 160 acres before any work begins, a rule CCAP says curbs land speculation and protects small farms. Dave Campbell CCAP chairman cites the goal of preserving family farms and preventing land monopoly, noting 151 farmers held 379000 acres in 1966 while 1305 owned 430000 acres overall.
