Spaniards vote on constitutional changes amid a high turnout as General Franco era figures are referenced in a push to liberalize the government. Voters face fines for abstaining while authorities promote a pro reform line through media campaigns and public rhetoric.
Valley National Bank warns merchants after theft at Wright's Market Tempe over the weekend. A batch of personal money order forms and a check imprinter were taken. The forms bear the VNB seal and Wright's Market name with numbers 1 through 250.
The Arizona Civil Rights Commission reports a "serious problem" in hiring minorities. Four minority groups total 10.8 percent of state employees though they make up 25 percent of the population. Mexican Americans, Negroes, Indians and Orientals face underrepresentation with Orientals at 11 of 21,345 jobs. The panel urges action to improve recruitment, employment and promotion.

Scottsdale Postmaster D C Wilson announces the new self-service post office on the south side of Fashion Square will open at 8 am Thursday. A brief opening ceremony is planned with postal and Scottsdale city officials and the public invited. Drive-in service allows stamps, weighing, and mailing like a regular post office, but the area is unattended for quicker service.
Doctors in Dallas plan to start cancer treatment for Jack Ruby, the man connected to Lee Harvey Oswald’s assassination case. Dr. Frenkel warned cure is unlikely while noting Ruby’s cancer appears advanced with nodules indicating metastasis. Ruby’s 1964 murder conviction was later overturned, a new trial ordered.
NASA trims three Surveyor moon landing tests from current budget planning as the agency faces economic pressures. The Surveyor program had early success with images indicating the moon's surface could support future landings.

The Atomic Energy Commission set off a low yield underground nuclear explosion at the Nevada test site. The test produced less than 20 kilotons and was the 33rd such announcement this year.
The Cappolino murder trial ends its defense case after a 1 hour 39 minute courtroom appearance by the defendant who testified as a doctor and claimed he saved the victim during a heart attack. Chief counsel Bailey declared the defense rests at 12 13 p m EST.
UPI reports U S led Security Council talks to reconcile black African demands with Britain’s sanctions plan on Rhodesia. A compromise was seen likely but not imminent, balancing oil embargo aims with naval blockade objections and coal export bans tied to Zambia’s copper industry. South Africa sought a negotiated settlement as Vorster pressed Wilson and Smith after a seagoing summit failed on transition terms.
Arizona Corporation Commission approved a merger of all holdings of the Colorado River Telephone Co and its $2.5 million improvement plan. The firms Colorado River, Central California Telephone Co, Dos Palos Telephone Co, and Western Telephone Co will unite as Golden West Telephone Co with new plant lines and facilities along the Colorado River region in Arizona and California.
A Sunshine Room event at Camelback Inn on Thursday night will honor 62 Vietnam veterans and fund their Christmas shopping. Two veterans left early Tuesday due to transportation issues. they had been away three years. Banquet cost is 10 per person with 7 allocated to the servicemen's holiday fund. Tickets are sold at Camelback Inn and the Phoenix Symphony box office on 20th Street.
