The House Education Committee approved a school finance bill by 7 to 3, shifting more education funding from local districts to the state. It caps district budget growth, requires voter approval for increases, and keeps a $12 million equalization fund while limiting federal funds counted in state aid.
The committee cleared a bill setting assessment percentages for property tax levies at 20 percent for homes 40 percent for farms and 60 percent for mines and railroads. Amendments would mostly preserve current patterns for oil and gas holdings private railroad cars and airline properties.
United Press International reports a news blackout in GM UAW talks in Detroit with aides indicating progress on money matters. A joint statement says discussions will focus on non economic issues until December 14 and a blackout typically signals closing stages. A separate DMZ patrol describes a six hour daylight raid by U S Marines with two skirmishes and no losses. A Washington note says Fay Kohler will resign as a State Department official to become a university professor and Charles Kohler is named ambassador to France by President Johnson.
In the Senate Herman Talmadge urges reductions in foreign aid and steps to collect old debts from France. He warns currency stability is at stake and says U S gold policy is led by France which benefited most from aid. Johnson signs $900 million for health services and labs funding. Stop the Draft Week sees 280 plus arrests in New York including Baby Doctor Benjamin Spock and poet Allen Ginsberg for disorderly conduct.
Halicraft plans to ask the city council to drop one of three rezoning proposals for 10 acres at Indian School and Granite Reef Roads. The case involves a shift from single family to service residential and a later move toward R-5 R-6 and RA zoning with a corner commercial site retained.

Rural Fire Department battled a blaze at the Paul L. Rademacher residence 325 N 82nd St at 6 30 p.m. estimated damage about 100 dollars. Firemen also responded to a garbage truck fire at Scottsdale Rd and Camelback at 1 58 a.m. no damage. A furnace overheat caused smoke at 72 W Main St at 10 10 p.m. no fire or damage.
Mohave district voters weigh two bond packages totaling 1.29 million for a new K-8 school and 90 thousand for a 20 acre site amid an emergency plan to ease overcrowding. By noon 1,427 had voted and projections show about 4,000 by close. Opponents and supporters include Don Kersten and Rep. Sam Flake.
Representatives from seven Colorado River Basin states will meet in Las Vegas on Thursday to discuss the Central Arizona Project. Felix Sparks of the Colorado Water Conservation Board called the session. Arizona, California, Utah, Nevada, New Mexico, Colorado, and Wyoming invited. Governor Reagan sent a telegram urging all seven states to work together to resolve the impasse and back CAP legislation. Governor Williams said Arizona must have CAP and hoped to discuss it with Reagan at the Republican Governors Conference. Rich Johnson will lead Arizona’s delegation. Sunny today with a high near 70 and a low around 42. tomorrow’s high near 67.
