The Soviet Union announced it would resume nuclear tests aiming to develop a 100 million ton superbomb and multi–million ton devices. It pledged to deliver bombs by missiles, faulting the West and US Berlin policy while signaling a new arms race despite world concern.
Western nations denounce Moscow after the unilateral move. British Foreign Secretary Home calls it shocking and cynical, recalling the British Geneva envoy and reexamining nuclear testing policy. Dutch, Italian, German officials blame the decision for heightening tensions and Berlin crisis.
Scottsdale rose to the state fourth largest city after annexing a 6 square mile Eastside area with about 18 707 residents. The move adds Motorola plant and expands police and fire protection while trash rates will rise. Critics questioned valuations and water service future.
Scottsdale ranks as the state’s fourth largest city and outpaces Phoenix Tucson and Mesa in growth. Police Chief Merritt Chafey says all traffic violators seen in Scottsdale during the Labor Day holiday will be cited for court appearances. No warnings will be issued as part of a 78 hour enforcement, aimed at speeding weaving unsafe turns and other serious infractions, per Governor Paul Fannin’s directive.

Washington officials indicated the compromise foreign aid authorization bill may win final congressional approval today. The measure, approved by House and Senate conferees, would authorize 4.2535 billion dollars for the current fiscal year and introduce a five year development loan program.

A woman, Margaret Wernicker, 39, was abducted at gunpoint in the same neighborhood and later reported safe by phone from a St. Louis pay booth. FBI, Illinois and Missouri authorities hunt a stubble-faced gunman and his female companion.
