Top American Bar Association officials waived rules to insure a Thursday vote by the House of Delegates on a resolution asking whether former President Richard Nixon should have legal immunity. Observers predicted the anti immunity measure would pass amid bitter debate as a quorum shortfall halted another immunity proposal.
