In Washington both the chairman of the Joint Chiefs of Staff and the chairman of the Atomic Energy Commission endorsed the test ban treaty, signaling high level military and civilian support.
General Maxwell Taylor told the Senate preparedness subcommittee that the limited test ban carries disadvantages but is compatible with American security interests. He said the Joint Chiefs support safeguards to offset those drawbacks and that today’s appearances aim to discuss the treaty.
The United States proposed an immediate pact with Russia to halt production of fissionable material and swap stockpiled uranium for peaceful use. Russia rejected the plan, arguing it is not genuine disarmament and would leave enough material for more weapons.
City Magistrate Judge Fenton McDonough 36 will remain in office until the end of August. He earns $600 a month and has held the post since December 1961. He said the city council has not yet considered applicants for the vacancy as he plans to devote more time to his private law practice.
