Scottsdale faces potential court action after Phoenix officials say water lines cannot be sold due to commitments to bond holders. Mayor Sam Mardian noted Scottsdale must seek relief following discussions with city and bond attorneys and a request to Phoenix.
Soviet cosmonaut Maj Gher man Titov 26 said he was ejected from the Vostok II and landed by parachute after a 25 hour space spin. He could have controlled the ship but chose automatic landing at a low altitude. Vostok II had supplies for 10 days if needed and Titov reported weightlessness caused discomfort but left no lasting effects.
In a 7 to 4 vote the Board of Freeholders approved a penalty clause barring council members from appointing or removing city employees or issuing orders to staff. A member found guilty of interference would be declared a misdemeanor and lose office. The board also kept the Town of Scottsdale name despite city status, and again rejected raising council residency to two years. The panel set Monday for further discussion with the city attorney.
President Kennedy convened Secretary of State Dean Rusk and advisers in Washington to discuss Free World unity amid the Berlin crisis. The White House indicated the sessions could delay his Cape Cod weekend departure, as Rusk returned from Europe where he met Western foreign ministers.
Washington reports the United States has halted plans to recognize Communist Outer Mongolia due to the current world situation. UPI notes the pause reflects broader strategic delays in diplomacy amid Cold War tensions.
Phoenix based Lloyd A. Bimson, president of the Arizona Bankers Association and Arizona Bank, denounces ongoing tax equalization plans as a mislead propaganda campaign by savings and loan groups. He notes S and L associations pay little federal income tax while urging Congress to remove the tax subsidy to level competition.
Soviet Premier Khrushchev welcomed Kennedy’s peace plea yet warned that if war comes the Soviet Union will crush its enemies and thousands of bases would fall. He urged a Berlin peace treaty and a free city status with international guarantees, insisting no first attack but readiness to strike back.
The Senate Labor Committee fast tracked a one year extension of a program allotting about 200 million dollars annually to districts with many children of federal employees. Democrats fear the move signals the death of Kennedy’s multi million education package as it stalls in the House Rules Committee. Senator Pat McNamara said he will seek to revive a small Kennedy education package portion when the impacted areas bill reaches the Senate floor.
Eighteen youths from Scottsdale Presbyterian Church plan a weekend mission project at Nayenta Monument Valley Navajo Mission School. Boys will build a carport sponsored by the Presbyterian Mission Board directed by Rev. Marcus Barry. Girls will sort and mend clothing for Indian children. Adults include Doug Trask Marie Greene Homer Pitzer Art Wissinger auxiliary participants Marion Studtman Bob Greene Richard Greene and Barbi Fine.
A Cochise County woman reported two men stole her car tires and moved them to another car. Deputies stopped a vehicle matching the description and found the two suspects, one of them her husband and the other a man who had asked to borrow the tires for a fishing trip.
Gen Lauris Norstad supreme allied commander in Europe was rebuffed by the Defense Department on a request for 8000 extra troops for the U S Army in Europe. The service publication said the plan was to limit buildup in the NATO area to 3000 or 4000 soldiers while Norstad sought 18000 more for the 7th Army in Germany and 20000 for other European units. Norstad leads U S and NATO forces in Europe as commander. The Army in Europe counts 233000 personnel.
Property owners back a street improvement project as the chamber of commerce plans a 7 30 p m rally at the Valley Ho. Fifth Avenue merchants back the Indian School Road and nearby streets south of the Arizona Canal. The Scottsdale Taxpayers Association opposes and warns of court action if needed. The chamber backs completing the project to prevent a severe traffic problem this winter.
Paradise Valley has appealed to the supreme court over the voiding of its annexation in North Scottsdale. Attorney John E. Madden expects no decision within three months as the high court is on vacation. Carl W. Roe representing Alfred Acker plans a cross appeal and asks to advance the matter on the docket due to public interest.
In Berlin the East German Parliament granted a blank check to the government to take undisclosed measures to stop the refugee flight to West Berlin. The move follows the appointment of Marshal Ivan Koniev to command 22 Russian divisions and amid warnings of a strengthened defense readiness from East German leader Walter Ulbricht.
