Ohio firefighters who walked out for three days offered to return if Dayton city officials agreed to binding arbitration and granted immunity from prosecution. Residents thwarted a blaze as protesters feared more fires would spread.
The House of Commons ordered Canada's striking air traffic controllers back to work early today. Normal service, nearly halted for three days, was expected to resume later. The emergency back-to-work bill passed overwhelmingly and goes to the Senate for approval.

British troops and Catholic extremists fought in Belfast as Queen Elizabeth II began her Northern Ireland visit. Fifteen people were injured. The monarch arrived earlier aboard the royal yacht Brittannia at Belfast harbor and then traveled to Hillsborough Castle, twelve miles south of the capital, as disturbances started.
Secretary of State Cyrus R. Vance said wide gaps remain between Arabs and Israel but progress toward a settlement could be possible after meetings with Middle East foreign ministers in New York next month. He added the talks might expand to include the Palestine Liberation Organization in separate sessions.

They defend current fuel economy standards as flexible enough, urging no model based tax. The House already advanced a minimum levy on cars under 15 mpg. Separately the FIA said gasoline supplies will remain ample through 1979 with decontrol hearings planned.
Arizona energy programs director Tom Lynch supports reviving the Carter administration plan to decontrol gasoline prices and end allocation rules. He notes little price change from removal, but says shortages ease as the allocation program ends, allowing more gasoline to reach the state and reducing station closures since 1972.
The Governor's Task Force on Orme Dam Alternatives considers additional state funds for Environmental Socio Economic subcommittee. A motion from Dino DeConcini seeks a ranking system based on environmental, social, and economic impacts to compare seven Orme site options near Salt and Verde Rivers.
A MAG and ADOT study traces a 3 minute or 4 mph gain for Phoenix Scottsdale travel in 1976 due to widenings and signal upgrades. Lincoln Drive improves west of Tatum Boulevard while east of Tatum speeds drop toward Scottsdale Road. Finalala Drive slated to widen to four lanes within two weeks.
