Justice official promotes consumer service view of crime fight
San Francisco. Donald E. Santarelli, outgoing head of the Law Enforcement Assistance Administration, urged a consumerism approach to criminal justice. He said citizens deserve protection and services and that reporting crimes is often discouraged, leaving the system underused and costly for victims. He cited surveys showing low reporting rates and poor cooperation by witnesses.
