Schultz proposes stiffer tax on wealthy to curb avoidance

Treasury Secretary George P. Schultz outlined a White House tax reform plan aimed at raising the tax liability of the very rich by about 800 million dollars while preserving growth incentives. The proposal includes a tax credit for private and parochial school tuition, an oil exploration incentive, a $500 credit for seniors with high property taxes, and a 30 percent federal subsidy for states issuing taxable bonds. Schultz argued the plan would reduce the number of high income individuals able to avoid taxes to near zero, though liberals warned of loopholes and higher costs.
