UPI reports four miles away as insurgents kill about 10 villagers and abduct a third of Kauk Khileng's population. Rebels push toward Phnom Penh shutting the airport. U.S. gunships raid the attackers while radios warn streets public order remains strict during Buddhist New Year.
Supt William Randall says utility cost jump, over 300000, will be excluded from the 1975 76 budget to show how districts absorb such costs. The district will cap next year spending at about 1 million in utilities and may seek legislative relief or emergency funds to cover the increase. If all else fails it may defer payments or shut off nonessential services.
MCCCD board member Roger Brooks criticized delays in reporting 362000 of the district's 1.04 million release time costs not approved by the board. He alleges potential illegality and favoritism while district officials cite complexities delaying a formal report. The board also weighs diverting amusement machine revenues to student governments at five colleges.
The House approved the Emergency Relief Act by 321 to 21 to fund up to 500 million over three years. Loans up to 250 dollars monthly would help homeowners meet mortgage payments, repayable at not more than 8 percent interest, with a 24 month limit. Eligible applicants must show unemployment or underemployment caused income loss and at least two months delinquent.

Clyde A. Tolson, longtime deputy director of the FBI and close associate of J. Edgar Hoover, died after a long illness in Washington. He was 74.

The district will invest 151000 in maintenance and grading and 50000 in equipment. the city will use 229000 in federal funds from a Bureau of Outdoor Recreation grant.
