The FCC approved a $1 maximum for the first three minutes of long distance station-to-station calls between 9 p.m. and 4:30 a.m., effective 12:01 a.m. today. To offset revenue losses, charges on person-to-person calls under 800 miles rise, with AT&T projecting $25 million extra while total revenue loss is about $55 million.
The Scottsdale Education Association meets at 4 30 p m to weigh requests that 1963 64 salaries be reconsidered by the board of trustees. SEA president Bill Jenkins says about 40 delegates including representatives from each district school will attend at Scottsdale High School cafeteria. He plans to announce poll results from the district 19 schools. The board approved pay advances for 836 teachers costing 330 857. The SEA may protest to administration and the board while the salary committee seeks an indexed system to remove inequities. Some teachers favor broader action, citing housing and classroom shortages, while a $34 million bond to fund classrooms failed in February. Some still argue Scottsdale salaries lag other districts in the state.

Officials say FALN guerrillas carried out the attack amid rising activity against American oil interests and other installations. Cuban-backed groups suspected. The government deployed troops to protect oil facilities.
President Kennedy appointed a three man emergency fact finding board under the National Railway Labor Act to probe work rule disputes and prohibit a nationwide railroad strike for at least 60 days. The order also forbids railroads from implementing work rule changes during this period. Judge Samuel I. Rosenman serves as special counsel to the presidents.
President Kennedy signed the first 1963 tax relief bill allowing working mothers deserted by their husbands to deduct up to 600 dollars from income tax to cover childcare while they work.

Tucson FBI said three extortion suspects formed the Elitists Nazi type group. Gerald Patterson 38 Richard Zautke 26 and Brad Hultgren 20 faced conspiracy to extort via mail bonds set at 25000 each. Letters demanded 2000 to fictitious Parker Brown.
