Washington reports a neutral European nation offered mediation to avert war with Germany. Officials dismiss the move as a German ploy and say no talks will occur unless German attacks on shipping stop. The United States will continue defense measures while German aggression persists.
American steamer Healdton torpedoed off Terschelling in the North Sea. Twenty crewmen drowned, eight survivors reported to reach safety, with other crew injured or rescued as submarines were seen after the attack.
