Washington officials mull seeking a price freeze exemption to implement a July 6 rate boost for newspapers and bulk mailers. The plan, the second of five annual increases, would raise some bulk rates 3 to 6 percent while first class and airmail remain unchanged.
The answer explains a special withholding allowance equal to an additional exemption for single individuals and for married people whose spouses are not employed.
