At Fort Pillow Tennessee convicts ceased barricade action and ended a 14 hour riot after convicts left the dormitory entrance. State Corrections Commissioner Keith reported on the peaceful conclusion and ongoing security measures.
Prison riot leaders Leonard Thompson and Johnny Roddy surrender after dawn talks with Safety Commissioner Hampton. Rioters, holding two guards, threatened with a hangman’s noose, remained subdued as authorities moved 11 convicts to maximum security in Nashville. Advancing tensions followed barricade clashes and window smashing during the standoff.
The Western Big Three solidified opposition to granting full and equal status to Communist East Germany while Russia pressed for invitations to Poland and Czechoslovakia. Gromyko's pre session press conference disrupted Etiquette. The debate centered on satellite nations joining as full delegates or as visitors with potential Italy Holland or Belgium added to balance numbers.
The Florida Senate adopted the 103man House plan to end a four year reapportionment battle. The 33 to 4 vote cleared the way for a constitutional amendment referundum Nov 3. The plan adds seats in Duval Hillsborough Palm Beach Escambia Broward Orange and others.

A spokesman says it is not yet decided what will be done with the coins and bills sent to the Capitol amid the state's budget crisis.
Gov. Luther Hodges sent the North Carolina National Guard to Henderson after a dynamite blast damaged a nursery used by Harriet-Henderson mill workers. Violence since last November’s strike escalated with gunfire, rocks, and bottles as pickets and non-union workers faced gunfire near the North and South mills.
Prime Minister Macmillan announced Britain will enter the artificial earth satellite field. A team will visit Washington to discuss Anglo American cooperation while consultations with Commonwealth nations continue. Instrument work starts immediately under a Royal Society committee led by Prof. Massey.
City Hall hosts a public hearing on two proposed bills for Legislature approval. One shifts election day to April and allows at large candidacies. The other places the Planning Department under City Commission control. Both require public referendum and aim to strengthen democratic governance.
The House Judiciary Committee approved by 17 to 15 vote a broad states rights bill aimed at limiting federal preemption of state laws. Led by Chairman Emanuel Celler the measure targets Supreme Court rulings struck down by federal authority and would preserve state sedition laws while allowing federal statutes only with Congress approval or irreconcilable conflicts.
