Gov Farris Bryant announced support for a 125 million bond plan to finance university expansion and submit it to voters. If a three fourths Senate vote fails to authorize an emergency election this year he will seek legislative approval instead.
Senator Kenneth B. Keating asserts that thousands of Soviet personnel remain in Cuba and that about 17 000 men are still there despite missiles and bombers being removed last November. He criticizes light naval searches and calls for a firm, bipartisan program to remove Soviet forces.
The most controversial measure before the Legislature would borrow money and repay the debt over three years to avoid large current taxes. Lawmakers favoring the plan say there is no reasonable alternative and that delaying would reduce immediate tax impact.
Report notes a further postponement in the 22 orbit launch schedule with no fixed new date yet. Officials warn the firing date could slip by several days to a week or longer and ongoing testing continues.
