A cross eyed California man, John Frederick Kay III, was arrested outside Peck Idaho after karate chopping a state patrolman, while two Denver area boys he abducted were rescued unharmed. The boys David Lester and Paul Morris, both in Colorado custody, will be returned with extradition under way. The incident began Sept 23 when Kay asked the youths to help unload his truck. Idaho Drafts State Plan for Local General Development Plans
The State Planning Agency released draft legislation requiring all Idaho cities and counties with populations over 500 to adopt general development plans within two years. The bill, based on public hearings and ALI studies, would require five year plan reviews and public hearings before adoption or repeal overseen by the State Planning Agency. The inventory shows wide variation in comprehensive planning, with Lemhi and Custer Counties as exceptions.
