Two Arraigned in Spokane Valley Knife Murder Case
A 58 year old Spokane woman Rapules Almanza was found stabbed to death near Samuels Road north of Sandpoint. Edward Palmer 21 and Milton Tartar 35 from Irrigan Oregon were arrested by Bonner County deputies and charged with first degree murder. Almanza had been staying with Herman Mitchell 57 when she disappeared and authorities conducted a large search by Kootenai County Search and Rescue. The suspects were at the campsite when the body was found and Palmer’s parents’ land served as the location of the discovery. Prosecutor Gary Finney said formal charges would be filed.
