Supreme Court rules against jailing poor over fines

The Supreme Court unanimously held that punishing a person unable to pay court fines by imprisonment violates equal protection. The decision reversed a Texas sentence of 85 days for Preston A. Tate who had said he could not pay six traffic fines totaling 425 dollars. The ruling clarifies that jail for nonpayment is not allowed when alternatives exist.

Nevada introduces bad check bill to aid casinos

In Carson City Nevada a bill allowing gambling casinos to sue players who write bad checks was introduced in the legislature. The measure supported by several casino operators was sponsored by three Las Vegas lawmakers. Gambling debts are not now collectible in Nevada courts.

Pend Oreille Lake Stage Plan Aimed at March Repairs

Pend Oreille Lake levels fell from 2056.01 ft on Feb 15 to 2053.86 ft on Feb 28 amid high runoff. A Canadian Waneta Dam request prompted a water level drop to enable spillway repairs, with gradual drafts planned to reach 2053.00 ft by March 14 and a return to 2054.00 ft by March 22. Meanwhile Miss Sandpoint Pageant heats up with 13 candidates performing tonight at Sandpoint High School auditorium.

J C Penney leaves estate to widow and four children

The late J C Penney left most of his 35 million dollar estate to his widow Caroline and their four children. In probate papers filed in Manhattan Surrogates Court the will names bequests to 19 colleges and universities, the James C Penney Foundation, and a Riverside California group.

Incompetent for Trial Redden Ordered to State Hospital

John Wesley Redden, a 57 year old Pennsylvania man arrested in Ritzville for grand theft auto, was declared incompetent to stand trial after a competency hearing. He will be returned to the state hospital for psychiatric evaluation and held there until determined mentally competent. Redden allegedly attacked a deputy and caused jail floods and fires during confinement.
