Legislative Council Studies State School Financing
Boise UPI A Legislative Council committee on school financing discussed examining how and to what extent Idaho will fund public education from state level if chosen. Chairman Sem Barker predicted a Supreme Court decision on property tax use next Feb or Mar during the 1973 Legislature. He noted debate on diverting revenue to a state level fund could relieve local districts of 18 mills, but replacing that would require 19 mills locally. The panel favored focusing on 100 percent funding of instructional costs, while differing on including school and maintenance. Rep Fred Koch and Rep Robert Haakenson backed Barker. Dan Mabe challenged the wealth basis of school buildings and the concept of a “super school.”
