Court Rules President's War Powers Thwarted
A federal judge in New York ruled that U.S. military operations in Cambodia are unconstitutional and must halt. Judge Orrin Judd issued a permanent injunction but delayed it until Friday afternoon to allow an appeal, as the government sought a stay from the Second Circuit. The suit, brought by Rep Elizabeth Holtzman and Air Force officers, cites lack of congressional authorization for bombing Cambodia after Vietnam troop withdrawals and POW releases.
