London reports Princess Anne's fiancé Capt. Mark Phillips promoted immediately from lieutenant. The promotion raises his pay to $6 731 annually. He vacationed with Princess Anne at Hickstead Europe Show Jumping Championships before returning to unity near Hanover and then to Sandhurst next February.
Rep. Les Aspin urged a GAO investigation into alleged cost overruns on the Safeguard antiballistic missile project. He cited a Grand Forks North Dakota site now cost $1.3 billion higher than the 1969 two site estimate, with Army figures pushing the overrun to about $1.5 billion.
