Stream Law Not Fully Enforced in Idaho
Idaho's stream protection statute applies only to streams on state or private land. Deputy director Stephen Allred says 70 percent of Idaho land is federal and not covered, delaying full enforcement. The department seeks a memorandum with the Bureau of Public Roads and Forest Service to extend the permit requirement to federal land.
