William C Lochmoeler retired Sears executive will head the Region II United Way drive for 1983 84 in the San Gabriel Pomona Valley. Christine W. Bender was appointed chief deputy commissioner of corporations for California, effective Aug. 29 after Gov. Deukmejian's approval. She and Commissioner Franklin Tom lead the 30‑employee department regulating securities, prepaid health plans, credit unions, franchise licensing, industrial loan and finance companies, and escrow firms. Bender, a New York and California attorney, studied at Wellesley and Harvard Law School and has practiced in Los Angeles since 1976 with her husband Ken and daughter Sarah.
