Army's Training Dilemma and Swiss Model Defense Plan
The essay argues demobilization left the army without a permanent training framework and warns of doubt in national defense. It contrasts navy readiness with army needs, endorses six months basic training plus reserve options, and praises universal education and a Swiss style system for a democratic, mobilizable defense without a large standing army. It cites May-Gurney proposals, National Guard input, and Hearst support for universal training.
