Edwards Zone Sewer Grants Lacking in San Antonio Plan

San Antonio faces delays in securing federal grants to extend sewer service over the Edwards recharge zone. City engineer Hugh Norris Jr. warns the regional system could bankrupt itself if developers build and then sell their own sewers. UTSA, AA1 complex and private subdivisions are cited, with a $600,000 grant sought to cover about half the cost for interceptor additions. The EPA hearing on the environmental impact statement was held at the Institute of Texan Cultures.
