Pena proposes reapportioning Texas judicial districts

Commissioner Albert Pena urges redrawing the state's 14 judicial districts to locate courts where the people are. He cites MALDF research and cites one man one vote logic as applicable to district courts. He notes nine district judges serving about 100 000 each, versus districts with 4 000 to 5 000 people served. The plan would affect a statewide district such as the 4th Administrative District under the Court of Civil Appeals in San Antonio, covering 16 parts in 21 South Texas counties.
