City reorganization places planning, budget duties under new chiefs
Sharon Watkins reports a broad administrative shift in which the City Finance Department and its director report to the city manager. Cipriano Guerra becomes top city planner and gains control of planning and intergovernmental services while relinquishing finance supervision. Grantata notes moves aim for tighter budget and pursestring oversight. The changes reflect a partial roll back of prior admin reforms and realign duties to match interests and logical groupings.
