Russian naval buildup outlined with new battle cruiser plans
May 18 report details a sweeping Russian program for base development and shipbuilding by 1917. It envisions formidably armed battle cruisers with twelve 14 inch guns, 27 knot speed, and about 39,000 tons, plus new destroyers, ice free basing at Reval, and docks for torpedo craft, at an estimated total cost of 270 million dollars. Russia already has seven dreadnoughts under construction including four Baltic battleships and three Black Sea vessels with varying armament reports.
