Amendment 10 bank guaranty proposal faces Texas Legislature
West Texas Bank and Trust Company failure in San Antonio prompts Commissioner Patterson to urge a new state bank guaranty law. The plan would empower the banking commissioner to levy pro rata assessments on bank stockholders and reissue stock to cover deficits, with old shareholders receiving priority.
