Nixon reshuffles top posts ends secretaries system

President Nixon overhauls the White House staff in a Watergate era shakeup by moving James R. Schlesinger from CIA to defense head, promoting William F. Colby to lead the CIA, and bringing John B. Connally back as a part time adviser. He also names J Fred Burhardt Jr. as chief Defense Department lawyer to handle Watergate matters. The changes end the four month old super secretary scheme that hid cabinet actions from the President and public. Connally, a former Democrat who switched to the Republican party, will have an office in the Executive Office Building and visit Washington two to three days weekly, with no compensation. The President says the move aims for a direct line of communication with department heads.
