Vietnam recovery plan targets 10 year self reliance

A U.S. funded 535 page study headed by David E. Lilienthal outlines a two to three year postwar reconstruction followed by seven years of economic development in South Vietnam. It envisions private sector growth, Mekong Delta water projects, improved ports and roads, and a potential 50 percent rise in GNP and one third rise in per capita income within a decade. The report, not yet approved by President Thieu and awaiting Nixon’s desk, estimates strong initial support from U.S. backing and the existing wartime infrastructure as a springboard.
