Civil Rights Fight Over School Aid Amendment
In Washington on May 3 a civil rights amendment to the $8.3 billion federal aid to education faced Senate action. Sen Lodge proposed withholding federal funds from states not opening lower grades to all races, colors, or creeds. Dixie senators warned the move could kill the bill, which currently would grant aid from $5 to over $23 per pupil based on wealth. Lodge’s flat $10-per-pupil plan failed after opposition.
