Armament plan urged by Washington chamber of commerce
The United States Chamber of Commerce resolutions committee proposed a 24-point program to accelerate armament and strengthen defense. Business Manager E. H. Kifer criticized the moratorium on interest and penalty payments for delinquent taxes. He warned canceled penalties reduce future collections and threaten the school system with a large deficit. In eight months only 147,778 of 395,000 back taxes were paid, risking a shortfall without higher future collections.
