The commission observed 430 classrooms across 52 schools in California New Mexico and Texas, though no San Antonio school was included.
Mauro Regni of Edgewood ISD cites Civil Rights Commission findings as showing Anglo students receive preferential treatment. Teachers praise Anglo students 34 percent more, use Anglo ideas 40 percent more, respond positively 40 percent more, and direct questions to Anglo children 20 percent more than to Chicanos. The report accuses schools and teachers of unequal educational opportunities due to ethnic background language and culture. Reyna says teachers teach to the average or above average student. SAISD says it has not seen the report and will study it for possible district improvements.
