Lombardino Bill Seeks Jail Standards Commission
San Antonio Rep. Frank Lombardino introduced a bill to create a seven member jail standards commission to enforce county jail conditions. Counties must report jail status annually, with the power to close noncompliant facilities unless issues are corrected within a year. The bill would replace the Safe Jails Act with firm rules on construction, operation, and prisoner care and set appeal to state district courts.
