Russian Communist Leader Explains the New Economic Policy

Nicholas Bucharin, Moscow Pravda editor, outlines the new economic policy in a talk to delegates of the Third Communist International. He describes dismantling the capitalist state, reordering industrial relations, and destroying ties among the proletariat groups to seize economic control. He warns of disorganization in industry and trade, the rise of petty producers among workers, and peasant strength gaining ground as the revolution evolves. The analysis ties war and administration demands to shifts that favor peasants over workers.
