Dispatches from Petrograd report the Congress of Soldiers and Workers Delegates voted confidence in the provisional government and called for immediate offensive resumption and army reorganization. A war cabinet including army and navy leaders and technical representatives was formed.
Preparations for Cantonments at Camp Wilson begin as 5000 workers and 150000000 feet of lumber are planned. Stone & WebsterObserver J B Townsend coordinates with the quartermaster to start construction and arrange railroad spurs and temporary trackage. Army cooperation will speed hiring of carpenters and laborers for the project.
Topeka Kansas June 21 Company A Engineers Kansas National Guard stationed here was ordered into federal service by the Central Department of Chicago.
Manuel Garza, held near San Antonio on obstruction registration charges, jumped from a car five miles from the city. He suffered a fractured skull and a compound fracture of the right collar bone and is hospitalized. Deputy Dibrell and Bureau of Investigation officials pursued the case with Consul Beltran of Mexico also investigating.

A near thousand person crowd at the White House tore down banners bearing suffrage inscriptions for a second time.
