Settlement of Holgault attacked over HOLC back tax deal
Charles M. Dickson, school board attorney, charged the city and school board approved a $25,390.65 HOLC back tax settlement without appraisals or his knowledge. He said four HOLC suits totaled about $65,000 with $13,000 in interest and penalties to be forgiven, calling the move expediency and unconstitutional. He cited prior settlements and questioned appraiser E J Altgelt’s lack of appraisal and the legality of settlements without ownership parties.
