Tobacco Famine and Substitutes in Garrison Life
The report describes a tobacco famine as a severe privation for the garrison. Substitutes such as Arab brand, lime leaves, ginger, and baked tea dregs were used after April. E Barry, owner of a grocery and butcher shop at 2501 South Flores, says locals accuse him of blocking paving. He explains he signed for paving in February but curbless conditions and riverbank location delayed work, and the city paved opposite side to make a through street. He insists moss will not grow on his back and he has pride in appearance despite the controversy.
