Canning Industry Regulation Outlined for Wilson
Federal Trade Commission urges sweeping regulation of the canning industry in a report to President Wilson based on a 1917 1918 investigation. It cites 32 percent average profits in 1917 versus 9 percent the prior year, notes failures of price control, and highlights meat packers dominance. The army navy demand and large packers influence are key factors. Swift & Company allegedly controls Libby McNeill and Libby with over 70 percent return on its 1917 investment. Armour and Company described as a major robber of canned goods. Wilson & Company is said to own salmon interests on Puget Sound and Canadian canneries.
