CPs study suggests nuclear energy would beat coal or gas in cost over 25 years with a 380 megawatt per day capacity worth about 900 million in 1972 dollars. Completion of the second Bay City unit would cover about half current usage as Austin rejects earlier plans and Houston Light and Power joins with 40 percent share. Governor Briscoe signs a May 24 bill enabling private public joint ventures to cut municipal utility taxes.
