Code for Yanks In Red Territory
FRANKFURT July 24 Gen Joseph T McNarneys headqu arters issued a strict code of behavior for Americans entering Soviet occupied territory to prevent embarrassment to the United States. Rigid controls were ordered to avoid prolonged detention of American army personnel in eastern central and southeastern European countries. Two Americans were released by the Russians last week after 15 days detention and two others are missing from Berlin. The order said it is essential that conduct be rigidly controlled and no one not known to be responsible will be allowed into the above countries whether on temporary duty or leave status. The directive, applying to military personnel and authorized U S civilians, instructed briefings by officers of superior rank for all persons scheduled to leave eastern Europe. Diplomatic negotiations are under way for the release of at least two U S soldiers detained by Poland. Details of all detentions, including their number, are classified secret with war department orders prohibiting release of information. The most serious case involves Pvt Melvin Richard Best, detained since December on a charge of killing a Polish militiaman. Most detentions stem from soldiers getting rowdy and shooting up bars.
