Roosevelt Edges Toward Reemployment Pact for Employers
The president seeks a voluntary reemployment agreement to be signed by employers by year end or under a code. It bans child labor under 16 in manufacturing and sets wage floors for clerical and similar workers by city size. It targets profiteering, requires patronage of signatory establishments, and calls for a fair competition code before September 1. The pact covers wage adjustments for fixed price deliveries and ceases upon unspecified conditions.
