The fire chief and Building Inspector may issue notices to theater owners to enforce fire safety requirements for existing theaters and new public entertainment venues. New theaters must meet exit, open court, corridor, stair, and fireproofing standards with approved asembly features and access routes to ensure safe egress during performances.
Detailed codes cover curtain construction with asbestos reinforcement, weighted rails, automatic vents, iron and steel stage frames, fireproof finishing, and noncombustible walls. Dressing rooms require independent exits, fire doors, metal storage, unlocked exterior windows, and ample egress. Seating, aisles, stairs, and gallery designs specify widths, capacities, handrails, landings, and exit counts to ensure safe public passage.
Special notice outlines fireproof construction with automatic doors and prohibited heating coils in aisles. Standpipes and hoses, gravity tanks, and sprinkler systems required, plus Siamese connections and water supplies. Lighting, gas and electric wiring must have independent controls, exits clearly marked, and stage equipment guarded. A printed plan with EXIT labels is mandated for every performance.
The Building Inspector may deem any structure unsafe for dangers such as bad walls defective construction overloaded floors or fire risks. He must notify owners to repair and post a conspicuous danger sign. Immediate action may be taken without delay at the owner’s expense, with fire department aid if needed, and license revocation possible for noncompliance. Enforcement rests mainly with the Building Inspector with police health and fire aid.
The Building Inspector may pursue civil proceedings with the City Solicitor for enforcement of the code and related ordinances. A Board of Appeal handles disputes, with three qualified members and costs borne by the appealing party if decided against them. Violations carry a fine. multiple offenses constitute separate offenses. certain professionals aiding violations are also liable.
The document lists permit fees based on project cost, from under a dollar to over five thousand dollars, with a 1 percent fee cap at high totals. It also includes bids for steam rollers, gas powered road rollers, and Denver Boulevard paving, all with deadlines around July 21, 1913, and city reserve rights.
