Washington July 10 The federal takeover of telegraph lines is proposed to curb congestion and coordinate services with the postal system. Postmaster General Burleson would direct the telegraph, trim lengthy messages, promote mail use, and curtail personal love wires. Wage hikes of 10 to 30 percent for telegraph workers are anticipated after government control, with a possible rate increase.
